It is a blower fan and gives a cool breezy feel. The noise level is tolerable and the throw in the air is great. We use iBELL cooler almost every night for about 7 to 8 hours for 10 days.. and it is working flawlessly.
The quality is good and could be improved for the knobs but overall it is a very good tower fan. It looks so cute.. go for it..
